On 12 December, ICC Sweden, together with seven of Sweden’s leading business organizations, submitted a joint legislative proposal to the Government to enable digital trade documents under Swedish law. The proposal has been authored by Emil Elgebrant, Associate Professor at the Stockholm Centre for Commercial Law (SCCL). It has been anchored and has received broad support from the business community, academia, and the legal profession, including within the framework of ICC Sweden’s working group on Digital Trade Documents, led by Stefan Brocker, Mannheimer Swartling.

The reform would entail significant efficiency gains, allowing documents that currently must exist in paper form to also be issued and managed digitally, with the same legal effect. The proposal is designed to be technology-neutral and is based on the international MLETR standard. We commend the working group for taking this important step toward the modernisation of the legal infrastructure underpinning international trade.
